Arthur Carter has a Ph.D. in Business Information Technology from Virginia Tech, an MBA from Virginia Tech and a B.S. in mechanical engineering from Old Dominion University.  He is a professor of computing and information sciences and is currently serving as the interim dean of the Artis College of Science and Technology at Radford University.  Carter has taught extensively in the information technology field for the past nineteen years, including programming, database, networks, decision support systems, management information systems, security management, and web development.  He is the lead instructor in the management of information systems security content area. 

Carter led the school’s efforts to create its new B.S. in Cybersecurity degree program (the first at a public institution in Virginia).  He recently led the effort to get the initial ABET accreditation for the cybersecurity degree as well as reaccreditation for the Information Systems and Computer Science programs.  Carter’s other work experience include working for the Department of the Navy as a Nuclear Shift Test Engineer for the A4W reactor plant and as a production manager at in the newspaper industry.
